GENERAL SUMMARY:

Develop, implement and manage a Fair Banking Program with elements including Fair Lending laws and regulations, Community Reinvestment Act (CRA), and Unfair Deceptive or Abusive Acts or Practices (UDAAP). Responsibilities include monitoring of the Bank’s Fair Lending and CRA compliance programs and operations for the Bank. Facilitates loan data analysis needed to monitor and report on the Bank’s Fair Lending and CRA activities. This position will support the Chief Compliance Officer in the execution of the compliance management program in all aspects of CRA, Fair Lending laws and regulations and UDAAP. Participates in examinations and communications with the Federal Reserve Bank and the Consumer Finance Protection Bureau (CFPB), the primary regulator with respect to the Bank’s compliance with consumer laws and regulations.

Requires strong practical knowledge of banking regulations including but not limited to ECOA, HMDA, RESPA, Truth in Lending, Truth in Savings, Electronic Fund Transfers, Community Reinvestment Act (CRA), Fair Lending, Fair Credit Reporting Act, Flood Insurance, Regulation O, UDAAP, CFPB processes and Privacy.

Required Skills

KNOWLEDGE & SKILLS REQUIRED

  • Knowledge of commercial and retail banking policies and procedures.
  • Thorough knowledge of depository and lending banking regulations.
  • Working knowledge of MS Office.
  • Prior knowledge of bank operating systems, commercial and residential loan origination systems and regulatory filing software applications (e.g., HMDA, CRA) strongly preferred
Required Experience

EDUCATION & EXPERIENCE:

Required Education/Experience:

  • Bachelor’s Degree in Business Administration, Accounting, Finance or related field required; 4 additional years of banking compliance, risk or audit in an escalating role will be considered in lieu of degree
  • 8 years of banking and regulatory compliance, risk analytics; particularly HMDA/CRA/fair lending experience. (Relevant bank operations experience may also be considered).
  • 5 years of direct experience performing Fair Lending risk assessments, audits/reviews, conducting statistical Fair Lending analysis and/or redlining analysis and reporting result (may include audit, compliance, internal control, or other related analysis and testing)

Certifications, Licenses or systems needed :

  • Formal regulatory compliance training from ABA, ICBA or other recognized professional organizations addressing technical knowledge of rules and regulations required
  • Certified Regulatory Compliance Manager (CRCM) or comparable certification preferred
